The original "Silicon Heartland" project was supposed to begin production in 2025. Financial struggles and slow CHIPS Act funding rollout are the culprits. This matters because it shows that federal money alone doesn't build fabs. You need the full stack: water, power, workforce, and a company healthy enough to execute. Some regions have all of that.
