Bloomington's Housing and Redevelopment Authority has formally backed applications for Metropolitan Council Livable Communities Demonstration Account grants. Commissioners voted 7-0 on Tuesday, Oct. 13, to approve their consent agenda, which included the resolutions of support. That included final agreements for the Southview Estates rehabilitation project.

Some things are still unknown. The published agenda listed the item only by title, as 3.2 under consent business. It doesn't name the projects, the amounts being sought or the applicants. Those details would normally be in the full meeting packet. Residents who want them can contact the HRA at [email protected] or 952-563-8937.
A resolution of support isn't a grant. The council said in February that it had set aside $27.5 million for Livable Communities grants in 2026. Starting this year, it takes applications in 2 rounds, 1 in April and 1 in October. Local governments, counties and development authorities can apply.
The HRA has been through this routine for years. In July 2021, staff asked the board to back a Livable Communities application for pre-development work at 98th Street and Aldrich Avenue South. In August 2023, staff listed recent applications, including pre-development funding for Lyndale Flats and transit-oriented development funding for the 98th Street Station area. In November 2023, city staff told the City Council that a project coming back for land-use approvals had been recommended for a Livable Communities award.

In October 2025, staff told the HRA that an application for $2 million had been recommended for an award. Then in March 2026, ahead of the new April round, a Livable Communities resolution of support passed on the HRA's consent agenda in the same quiet way as this week's.

The Met Council now decides whether to fund the applications. No award date has been announced. This story will be updated once the projects and amounts are public, or when the Met Council makes its funding recommendations.
