Council to Amend Kimley-Horn Design Deal for 84th Street Pedestrian Bridge and 106th Street Bridge Work

TLDR: A change to the engineering contract for 2 Bloomington bridge projects is on the City Council's consent agenda for Oct. 12. Crews have already set up at the 84th Street footbridge, which comes out overnight Oct. 15 so its retaining walls can be rebuilt through early winter.

The City Council will vote Monday, Oct. 12, on a first amendment to the city's agreement with Kimley-Horn and Associates. The firm handles design and engineering services for the 84th Street Pedestrian Bridge Rehabilitation and 106th Street Bridge Preservation Project. The amendment is item 3.3 on the consent agenda, so the council approves it in a single motion with the rest of the routine business unless a council member pulls it for separate discussion. The meeting starts at 6:30 p.m. in the Council Chambers at Civic Plaza, 1800 W. Old Shakopee Road.

The published agenda still doesn't give a dollar figure for the amendment or say what work it adds, and it doesn't name a staff contact. We'll update this story when those details are public or after the council votes.

Both projects are already well along. The 84th Street project rehabilitates the pedestrian bridge over 84th Street between Normandale Lake Boulevard and Norman Center Drive. The city says the work includes removing and replacing the timber deck, repairing steel truss members, modifying railings, replacing sidewalk with ADA improvements at the north approach, rebuilding trail at the south approach, replacing retaining walls at both approaches and adding landscaping. Normandale District tax abatement funds are paying for it, with no special assessments.

The city says the contractor set up traffic control and moved equipment to the site the week of Oct. 5. The pedestrian bridge comes out temporarily overnight, and 84th Street will close between Normandale Lake Boulevard and Norman Center Drive from 7 p.m. Thursday, Oct. 15, to 6 a.m. Friday, Oct. 16. The city says the removal is needed so crews can replace the retaining walls next to the bridge. That work starts the week of Oct. 19 and runs into early winter. If you use that stretch near Normandale Lake, plan a detour for Thursday night. The city expects construction to wrap up this fall, with restoration work finishing in spring 2027.

The project's 106th Street name doesn't cover everything it touches. The city lists 3 structures: the W. 106th Street vehicle bridge over Nine Mile Creek, the American Boulevard bridge over Highway 100 and the Auto Club bridge over the Twin Cities and Western Railroad tracks. That work is upkeep, not a rebuild. It covers concrete deck surface repair, minor spall repairs, painting parts of the pier columns, and crack and flood sealing. State Aid and city funds are paying for it. The contractor planned to start the week of July 27 with traffic control on W. 106th Street, and the city said flood and silane sealing of all 3 decks was scheduled for the week of Aug. 10.

Next up: the council acts on the amendment Oct. 12. Three days later, the 84th Street footbridge comes out overnight, and the retaining wall work starts the following week.
