2026 street rebuild assessments: Payoff by Nov. 24

TLDR: The council has adopted the bills for this year's street rebuilds in the Humboldt and West Bush Lake Road areas. On Oct. 26 it will vote on canceling some of those special assessments, and the city's agenda doesn't say which ones.

Two weeks after the City Council approved the bills for Bloomington's 2026 street reconstruction project, part of that list is coming back. The agenda for the council's Oct. 26 meeting includes item 3.3, "Cancelation of Special Assessments for the 2026-101 PMP Reconstruction Project." It is on the consent agenda, where routine items pass together on a single motion. The posted agenda gives only the item's title. It doesn't say which parcels are affected, how much money is involved or why the assessments are being canceled. If your street was rebuilt this year, keep an eye on this one.

The project covers 2 parts of the city. In the Humboldt area it includes Humboldt, Logan, James and Irving avenues plus West 87th and 88th streets. In the West Bush Lake Road area it includes West Bush Lake Road, Park Knoll Circle, Xylon Circle and West 83rd Street/Wyoming Avenue. The city's Oct. 16 update said Humboldt-area crews would keep laying gravel base and grading through the week of Oct. 19, with curb and gutter going in late that week. On Bush Lake Road, curb, gutter and sidewalk were scheduled for the same week.

Each year's street work follows the same order: the council orders the project, crews build it, and the assessments come last. The council ordered this one, project 2026-101, on Nov. 17, 2025, for street segments 1 through 13.

The city held 2 informational sessions on the assessments at Public Works on Sept. 29. At the Oct. 12 public hearing, nobody spoke. The mayor asked if anyone in the chambers wanted to address the item, then asked staff about callers on the phone line. There were none.

The mayor opens the hearing on the 2026 assessment roll and asks for speakers in the room and on the phone. Nobody comes forward.10/12

The council then voted 7-0 to adopt assessment roll 2026-1. The city estimated total assessments at about $791,000.

Owners can pay their whole assessment before Nov. 24 with no interest, or make a partial payment of at least $100. Whatever is still unpaid after that date goes onto the property tax bill at 5.5% interest a year. An owner who pays off the balance later is charged interest through Dec. 31 of the year they pay. If the Oct. 26 cancelation applies to your parcel, that may change what you owe, so check before you write a check.

Coming up: the council meets at 6:30 p.m. Monday, Oct. 26, in Council Chambers at Civic Plaza, with the cancelation item on its consent agenda. The interest-free payoff window closes Nov. 24. Meanwhile, the next round is already underway: the council started work on the 2027 street list.

If you have questions about your amount, the cancelation or how to prepay, call the city's Engineering Division at Public Works, 1700 W. 98th St. Any council member can pull a consent item for separate discussion, so you can also contact your council member before Monday.
