The Planning Commission voted 7-0 to recommend the City Council rezone 8030 Old Cedar Avenue South from FD2 (Freeway Development) to B1 (Neighborhood Office), allowing an office building near the Mall of America to add a salon and spa tenant. Staff said the change actually brings the site into closer conformance with the comprehensive plan's office designation. The property owner spoke in favor; no public testimony opposed it. The City Council will hold a public hearing on the rezoning May 18, 2026.
