The Planning Commission voted 6-0 to approve a conditional use permit for a cannabis manufacturing operation (pre-rolls, edibles) in a 650-square-foot space at 333 West 86th Street, operated by the owner of a nearby CBD business. Commissioners noted the site is outside the Lindell Avenue retrofit plan boundaries and in an industrial area away from residential neighbors. This is a final decision unless appealed to the city council by April 7.

On a 5-0 vote (one commissioner recused), the Planning Commission recommended the city council adopt a code amendment allowing existing camouflaged cell towers to remain legally permitted at former places of assembly (like churches) that redevelop into residential use. The amendment is aimed at enabling the Bloomington HRA's planned single-family redevelopment of the former St. Mark's Church site at 8630 Xerxes Avenue South, where a bell-tower-disguised cell tower has a long-term lease. Commissioners raised extended questions about liability, maintenance responsibility, and buffer concerns; the item goes to city council for a public hearing May 4.
