Bloomington property taxes 2027: what your November notice means
TLDR: Hennepin County mails every owner a proposed 2027 tax notice in November. Bloomington's levy is up to 6.64%, the county's up to 8.15% and the schools' about 5.6%. Each can still come down before the December votes, but not go up.
What's going up
Three bodies set most of a Bloomington tax bill. Each set a ceiling in September, and that ceiling is what your notice is built on.
- City of BloomingtonUp to 6.64%$100.2 million, up $6.2 millionThe council set it 7-0 on Sept. 14. The city says the median-value home pays 7.75% more for its city share.Final vote Dec. 14
- Hennepin CountyUp to 8.15%$1.219 billionThe County Board set the ceiling Sept. 29 with a $2.99 billion budget. Our story.Final vote in December
- Bloomington Public Schools (ISD 271)About 5.6%$78.2 million, up from $74.0 millionThe district's proposed levy as Hennepin County lists it, against the levy it certified a year ago.Hearing Dec. 14
Smaller lines on the notice come from the Bloomington HRA (a proposed $3.3 million, up from $2.0 million), the Bloomington Port Authority ($2.9 million, up from $2.5 million), the regional park district and the watershed districts.
What it means for your home
For the city's share, the city puts the median-value home at $128.49 more a year, $10.71 a month. The county and the school district haven't published a figure for a typical Bloomington home. Your notice shows yours, line by line, for each of them.
The notice is built on your home's value as of Jan. 2, 2026, from the value notice the city assessor mailed in March, so a value that rose more than your neighbors' raises your share. It leaves out special assessments, which can still be added to the final bill.
Where to speak up
Each body holds a Truth in Taxation hearing before its final vote. Anyone can speak.

Not on this notice
Water, sewer, storm water and trash come on the city's utility bill, not the tax notice. Public Works proposes a 9% wastewater increase for 2027 and 3% to 4% for the rest, with hearings Nov. 9. Our story. The city's 2027–2036 capital plan sets the projects later levies and bonds pay for.
Where these numbers come from
The city's Sept. 14 council packet and budget page, the county's levy announcement, and Hennepin County's tables of proposed levies and Truth in Taxation hearings. We'll update this page with the adopted levies after the December votes.
